Veterinary and Sanitary Control

The State veterinary and sanitary control is a set of functions that are performed by the State Venetinary Medicine Inspectors and/or authorised veterinars and consists of continuous provision of implementation of the veterinary and sanitary activity and technical regulations stipulated by the current law.

At crossing points of the State border of Ukraine the State veterinary and sanitary control at the State border of Ukraine and on transport of separate objects of the State veterinary and sanitary control and supervision that are imported onto the customs territory of Ukraine (including those with the aim of transit), is performed by Customs Authorities in a form of a preliminary documentary control. The list of objects of the State veterinary and sanitary control and supervision that are sibject to the preliminary documentary control, as well as the procedure of such control are adopted by the Cabinet of Ministers of Ukraine.

The State Venetinary Medicine Inspectors and authorised veterinars who performs the State veterinary and sanitary control, inter alia, have the right to: perform a standard border veterinary and sanitary control over the objects of the State veterinary and sanitary control and supervision that are transported by transit; perform a standard border veterinary and sanitary control and, if required, selective and extended control over the objects of the State veterinary and sanitary control and supervision that are imported or exported; and issue international certificates on the goods that are exported.

The freights with goods that are exported from the territory of Ukraine should:

  • 1) be provided with the originals of international veterinary certificates that are signed and issued by the State Border Venetinary Medicine Inspector who certifies absence of clinical signs of diseases of animals, and contain other declarations in accordance with the requirements of the World Organisation for Animal Health (OIE) and a country of destination;
  • 2) if it is required by a country of destination – be provided with the documents or have marks that allow to identify production facilities (an enterprise) from which these goods are originated.

The freights with goods that are imported into the territory of Ukraine should:

  • 1) be free from the diseases that are a subject of notification, in accordance with the requirements of the OIE;
  • 2) be provided with the originals of international veterinary certificates signed by the State Venetinary Medicine Inspector of a country of origin, as it is foreseen within the framework of an appropriate veterinary and sanitary activity;
  • 3) be provided with the permission to import into the territory of Ukraine, if it is required by the veterinary and sanitary activity;
  • 4) in case of importing alive animals onto the territory of Ukraine – to originate from the countries or zones that are free from diseases that are a subject of notification, or in cases recommended by the OIE – from zones with a low level of disease, in the borders of a country of origin and not to be transported through a territory regarding which the limits are applied that are confirmed by an appropriate international organisation or a veterinary administration of a contry of origin or transit;
  • 5) have the relevant identification.

The list of goods with indication of the codes according to the UCC FEA, to which veterinary and sanitary activity should be applied during importation to the territory of Ukraine and exportation from this territory, is specified by the Cabinet of Ministers of Ukraine.

The objects of the State veterinary and sanitary control and supervision should be provided with the following veterinary documents:

  • 1) international veterinary certificates (for CIS countries – the veterinary certificates according to forms N 1, N 2 and N 3) – when mooving outside of the territory of Ukraine;
  • 2) veterinary certificates (for Ukraine - forms N 1 and N 2) – when mooving outside the territory of the Autonomous Republic of Crimea, Oblasts, cities of Kiev and Sevastopol, rayons, cities;
  • 3) veterinary certificates - when mooving inside a rayon.

A set of the veterinary documents also contains veterinary cards and/or veterinary and sanitary passports of animals.

Veterinary biologics that are not registered and have the permission for importation, are allowed for importation into Ukraine with the aim of:

  • 1) the State registration in Ukraine;
  • 2) exposing at exhibitions, fairs and conferences;
  • 3) scientific researches.

If the veterinary biologics are imported for the above mentioned purposes, they should be imported only in the quantities that are required for achieving these purposes, and their circulation in Ukraine is prohibited.
